Do you mean for better, or worse?
With a cam gear, you can retard, or advance the timing. Either will improve your numbers on one end of the powerband, but you will lose power in the other.
At the stock setting, you won't experience any gains, or losses.

Not necessarily.
An upgraded camshaft will help, but you can still experience decent gains from a cam gear. It helps shift your powerband, and it does it nicely.
