What he should do if he want more power? What is a good start for me / he? His limit is somewhere about $1500..

You want to stay allmotor ?
You can probably get nice cams and valvetrain and intakemanifold,,Then get the ecu chipped with BRE and tuned..You may be able to do that for the money,,
