Default CRX timing belt question

Ok lets say i just put a new timing belt in my crx and and the water pump locked up and will hardley spin, would my car run at all or would my timing belt snap? I am asking because the timing belt was changed not very long ago and I hear ALOT of noise coming from the water pump like it is strugling to spin. Also i smell burning rubber and it doesn't look like it is coming from the AC/Alternator belt. What do you think? My car is still running but squeels really loud at times and will die a couple times if i dont rev it up

i'd say your timing belt tensioner is shot and your belt is walking around probrably rubbing on something. either that or its over tightening causeing the whining noise and walking off and rubbing because its too tight
