Default what is standard fuel pressure to run on B18c1?

what is standard fuel pressure to run on B18c1? I have an adjustable B@m regulator on my B18c1 swapped 94 civic with Skunk2 Stage two cams. Failed emissions, high hydros, so i was thinking of lowering fuel pressure, running lower octane gas, dumping a few bottles of emissions **** in there. and giving it a shot! BUT I NEED TO KNOW what is a safe fuel pressure to be running?

48 psi is the most i would run...get bigger injectors,255 fuel pump and tune it

will that be low enough to lean out my car so i pass emissions? anyone have any tricks i can use? also does that condition of your cat affect hydrocarbon levels, on is that primarily a fuel issue.
