the ports do line up and it will fit with some modifications. The ports of the B1 head are just much smaller than the runner of the H23 intake manifold. I'm currently about to put an H23 intake manifold onto my F22B1 head. Someone on AccordinglyDone has already done this. Here is the write-up.
The ports on an H22 intake manifold don't line up though.

ports do line up but the vtec solenoid is in the way.
