Trans problem need help asap

My friends got a 2000 accord automatic and he uses the 1,2,3 when he drives.Latley the car will not exceed 4k rpm.
If you hit the gas the car will drive fine up untill 4k then if will ack as if you redlining a 5speed with the clutch in it will just bounce of 4k.if you really hit the gas the car will hit nearly 5k and slowly decrease even with the gas to the floor.
He said it started after he got a little water in the intake.to me it sounds like a trans problem but im not sure.
any help would be great.

I'm no expert on engines but water in the intake could be the culprit. For the engine to spin faster than 4K, everything needs to work faster, and water might impede the quicker induction of a necessary material (air or fuel) into the cylinders, which would limit how fast it could rev. Does it still upshift normally under light throttle?
Yes, I've got to agree with YeuEmMaiMai
You've got a condition which has thrown the ECM into Failsafe mode, And it is limiting the RPM to 4k.
See if can pull a DTC code from the ECM (there should be one present). If you don'y know the proceedure; Auto Zone (DeathZone) AutoParts will scan it for you free.
If you can scoff the code(s), we can determine what happened.
