EG6 NO VTEC?

EG6 NO VTEC?
i have a 93 civic hatch si with a 94 gsr motor with about 80,000+ miles on it. i have a gsr ecu and still no vtec. any clues what it could be? i think it could be the wiring harness. PLEASE HELP
