Default HF gauge cluster in STD

I have a 90 standard hatch and got a instrument panel with tach from a 90 CRX HF. I swapped over my speedo/odometer and everything plugged in fine but the tach does not work correctly. It does not register at idle and will only start climbing at abouy 4000 rpm. Did i get a bad one or is it something else?
thanks

you might have messed something up when you swapped your speedo in. or maybe you got a bad one. try getting another one and plug it in first and make sure it works. then swap your speedo over
