Default 99 Accord LX 4Cyl, 2Dr Throttle Lagg....

The only thing that's been done to this car is an AEM Intake system.
Yet I still have some throttle lagg....The car doesn't buck or anything. But it's not
very responsive. What I mean by that is this:
If I leave the car in Neutral(it's a Manual) and just tap the gas....the RPM won't move with the pedal. I could Stomp on the pedal and let off really fast, and the Engine won't react until my foot is just about off the pedal/gas.
However if hit the gas slowly and gradually everything works fine. I just can't stand that throttle lag when I'm trying to down shift properly....I have to wait an extra few seconds for the damn Engine/RPMS to catch up.

What the hell would be causing this?
Is it that super long Intake pipe?
Or could it be a sensor? O2 maybe?
Any help would be greatly appreciated.

can you tell it's the engine or it's a stuck throttle plate?

on later year SE accord 6th gen have a recall on stuck throttle plate, make sure it's not your car before ran into someone's house because it got stuck
