Default oil/grease residue on rear bumper/hatch...how do i get it off?

Sup, sup. Everytime i wash my car I find that the rear bumper and hatch is covered in this oil/grease residue. I'm thinking it's from the exhaust...(any of you turbo guys have this too?)

I can't seem to get it off!! I've washed with almost every single car-soap out there and nothing's working. It's not embedded into the paint yet...as i can run my finger across it and my finger will catch it.

Some say use degreaser...but i'm afraid it'll just eat the paint. Any of you guys have suggestions? I'll post pics when i can. 8)
