BUILT IN CAT????
JDM D15B and USDM D16Z6 have a header with an oxygen sensor and a catylitic converter downstream, after the header "B-pipe". So no, the answer is you need to get a cat to remain legal
all i changed was a complete motor swap from a d16y7 to a d15b. so i have a cat built in my exhaust manifold does that make it legal? or do i still have to buy a cat?

If you went to the D15B "complete motor swap" which should include the exhaust manifold, NO, you don't have a cat built into it. Your cat will be AFTER the exhaust manifold.
Where in San Diego did you get this swap, by the way? I wonder if it's mine. I sold a JDM D15B in SD, but that was a few years ago.
