Teeny tiny little rust bubbles

Default Teeny tiny little rust bubbles

So I just got my rear quarters done about four months ago id say and today i was out washing my car and running the rag on my quarters then hunched down and looked around and inside and noticed on the lip there are tiny little bubbles and ive totally forgotten to spray oil back there so is it to late? Also what is the product that turns rust into (iron i believe?). What should I do. Thanks h-t

its called rust converter i got some from fleet farm for like 6 bucks and used it on my bumper renforcement. works great!
