Default Power Steering Hard at Idle

Recently rebuilt power steering pump on my 95 Ex V6 and now it is hard to turn the wheel at idle or a stop but when I give 'er a little gas it works fine. I played around with the belt tension but that is not the problem. I used genuine honda fluid from the dealer so I know that is right.

Any ideas why the steering is so tight at idle but wasn't before I rebuilt the pump?

I might be incorrect, but I believe when the car is at idle, the power steering pump isn't being turned fast enough to produce the pressure required to provide adequate assistance in turning the wheels.
