Default TDC w/ GE Cam Gears & Valve Adjustment w/ S2S2 Cams

Hello, While I was aligning TDC with the GE gears, i wanted to be sure I was aligning the correct lines. There are solid lines like stock gears, along with a dotted line. I was just kinda wondering what the dotted line was for. I have included a picture, just to make sure they're set at TDC. The 0 degree markings for each gear looks to be pointing at a slightly different angle... Whereas the stock gears UP arrow normally both are shooting at the same angle..
My second question is... adjusting the valves.. The motor is fresh and I have the gears set at stock timing. I'm going to dyno before adjusting the timing. I was wondering... should I adjust the valves with stock timing, dyno, adjust, then readjust the valves again? Right now with the stock timing, I ran the feelers through and its pretty tight. I'm planning on adjusting to Blox's measurements which show a lil more loose than stock measurings. Thanks!

Yes the cam gears are set correctly.

Adjust the valves now, as per bloxs instructions. After the motor has run for a few hundred miles, check and re- adjust them as necessary.
