96-00 omnis on my 89 hatch?? possible?

 

Yes. But you will need to get the whole spring and shock setup. You will also need to get the 92+ front shock fork to fit the bigger shock bottom but that's it.
The only problem is if your getting the tein lowering springs and not coilovers you will not have the same drop due to the difference in weight.

 

will there be any handling affects when usings forks from a 92+ and omni full coil overs from a 96-00 civic ride/ height wise etc??

No negative handling affects.
