weird problem... probably a relay

My car is an accord ex-r 93 5 speed.
Problem: Sometimes my car won't start
Thing i found weird: my battery is full but the car won't crank, i hear the fuel pump, if i jump the car it will start without any hesitation. When i turn the key and it doesn't start... i just have to repeat, off on off on off on... and it will start sometime (usually within one minute) but after it smell burn (d'oh!) if i turn the key and hold it, i hear a tick tick tick tick tick tick... under the dash but it doesn't come from the main relay cause i though it was the problem but its not, the click come from another place under. Also if i put the key to on and jump the starter, i work also...
so i think it could be the switch or a relay... if you can help me that woul be cool

Have a "load test" performed on your Battery (it may be "Full" as you call it) but it may not be able to give up it's charge.
Remove, properly clean and reattach both your Positive+ and Negative- Battery cables and Battery Terminals.
They are acting as high-resistance connectors, allowing enough amps thru to power all but the starter.
The 'clicking" you're hearing from under the dash is most likely the Starter Solenoid 'chattering" from insufficient power.

i did check the battery and its fine, i even took my crx battery and its the the same thing.
its dark outside so i'll check again tomorrow

i know its not the starter cause if i jump the starter it crank ans start right away
