What engine do you have? If it's an H23, the fuel cutoff is at 6800prm, so that would explain the loss power/bogging.

How fast are you going when this happens? Is it strictly by rpm?

Have you checked your spark plugs and air filter? How old are your wires?

the bogging is like when u bounce the tak of the limiter,it holds bak and boggs out.it dosnt backfire but it allways stitting out some kind of fluid like water or somtin, and when it idles it sounds like theres a puttle of water in the muffler...

the water in your tailpipe is a byproduct of the catalytic converter doing its job

it might be a cloged cat, sometimes it over heats and causes a melt down. not letting the exhaust pass though

water is not a byproduct of the catalytic converter. the water in your tailpipe comes from the moistre in the air. its called condensation. if your coil was going bad then it could limit the rpms. like if there was too much resistance in the primary coil, when the dwell time gets too short it might not be able to create a large enough magnetic field to induce "spark" in the secondary.
