question about timing belt cover

question about timing belt cover
the car i just bought (91 Teg) didnt come with the outside upper belt cover. id be fine with that, but i noticed that the cam gears are rubbing against the inside upper one. i see a lot of pics of people running without them but was just wondering how safe that was, and how much of a pain is it to remove the inside upper cover.
