Your car is in limp mode. You need to find out what cell code the car is showing.

You using some sort of ignition box or rev control mechanism? I had a problem like this once with a Crane Hi-6 ignition box with rev limiter. I set the rev limit at 8.5 but it would sometime cut out at 3.5 or 4. Now I set it to 0 (no limit) and its fine.

hmmm...fuel pump? i had a civic DX years back that i turbo charged with a greddy kit for SI. i couldn't go pass 4000rpm. it behaved like it was redlining all the time at 4000. i got rid of the kit and motor and picked up a B16 instead. anyway, later on i was told i needed a bigger fuel pump.
