You've got 4 options:
1) Replace with new Honda OEM version
2) Replace with used Honda OEM version (try to find same color)
3) Replace with Aftermarket CAPA Certfied version
4) Repair (as expensive as replacing)

Its really hard to fix the abs plastic bumper lol trust me i know best thing to do is try and find one used i have one buy the way well i have 2 a red one and a black one all for a 94 accord email me if you want them supercobraz23@yahoo.com
going for a brand new bumper will save you alot of labor and cost in the long run. plus, people won't laugh at you down the road when you've got bondo all over the rear bumper. people these days need to repaint their cars!

I know I could smooth it out with body palstic or green putty but what is the correct way if any to repair an indentation the size of a pea-sized bolt head??

Okay. The situation is in the bottom portion of the rear there is an indentation
a few mm maybe 4. The rest of this bumper face is fine!!
But your telling me that I need a new bumpere face at 198.00 from Majestic
when I could (at least in theory) patch it with some sort of filler...
I bet this is what the body shop will do to me anyhow ....

To remove dents use a heat gun on the area and push the dent back out with a blunt tool like a hammer handle; I repair cracked bumpers all the time, remove the bumper cover then have someone hold the crack as tight as possible then use the plastic welder on the inside; then I use a needle and syringe to fill the paint crack with touch up paint. You have to look hard to find the original crack
