Vaccuum valve problems.

Vaccuum valve problems.
My Ek was stolen. The theif stole my short ram, but didnt bother to dissconnect anything. The nipple is broken off the side of the vaccuum valve, would this cause my car to bog down below 3000rpms?
Anyone even know what Im talking about?
