Quick Q's: transmission cable ~ clutch wont disengage

So heres the deal: I have this 88 crx HF with a clutch that WONT disengage. The only way to drive it is by slamming it in gear every time.
I've narrowed it down to two possible problems.
1) The cable is not adjusted correctly. At the moment the cable adjusting **** on the tranny is all the down. Is that about right?
2) The lever on the tranny (that the cable connects to) has no tension. When I removed the cable from the lever, I can easily move the lever up and down by hand. Shouldnt there some some type of tension?
Any suggestions would be great. Im a DC guy, so Im really new to this cable tranny stuff.

possibly the cable is just stretched. and by pulling on the arm you really wont be able to tell anything considering the pressure plate is somewhere around 1500lbs of pressure to move it so you wont be able to do a thing by hand. is it swapped? id say try a new cable first. when you put it on pull the arm up as high as possible by hand then tighten the adjuster nut down until it holds it up in that position. then go about 1-2 full turns down on the nut.
You should be able to move the lever a few inches by hand. Re-attach the cable to the lever and tighten until the lever does not move any more by hand.
Then go try the pedal, there should be some resistance on it now. Test it by rolling the car, dont try to start it unless you know its disengaged.... learn from my mistake :-)

No swap, it's a stock HF motor.
I actually tightend the **** by turning it all the way down, so there's no slack. When the clutch pedal is pushed, the cable move down. Is that correct?
In otherwords, this is what is happening: clutch pedal is pushed, cable moves downward, the lever also moves downward.
Does this make sense? If I push in the clutch, shouldnt the lever be pulled upward by the cable?

its hould def. be pulling it up not pushing it down. somethings fvcked up with it, trace the cable back to the pedle and see if you can see anything visually wrong.
I had the same problem i thought the cable was streched so i took thick nuts and made a washer out of it by cutting a slot in too it and filing the shrp edges down unfortunitly it wasn't the problem the springs inside the pressure plate had failed and the pressure plate wouldn't disengage

2) The springs/throw out bearing or whatever is fucked and not disengaging the clutch; which is why the lever has 3" of play.
Now my question is how do I test, for certain, that the lever springs are fucked WITHOUT going through all the trouble of dropping the tranny?
I can drop the tranny...but I really really dont want to.

Apparently the car was in a pretty nasty accident. The clutch pedal was actually broken from the pedal assembly bracket. So what was happening was the clutch pedal was soo far bent out of shape that when you pressed the clutch, it would only move about 20% of the distance before it would hit the floor. So the clutch pedal was never fully moving the correct distance and therefore never fully disengaging the clutch.
I send the owner on a scavenger hunt to find a clutch/brake/gas pedal assemby. I'll install the new one and that should fix the problem
