Prelude VTi-R Australia

I am an Aussie contimplating buying a prelude for my first car, I have been to see a number of "VTi-R" models here 1997 - 2000 models. I was intrested in a number of things as I can't seem to find a whole lot of information on this paticular model, I'm guessing that it was a paticular model only sold in Australia.
Firstly this is the higher trim level of car here, "Si" being the lower trim level. (No vtech, sun roof etc etc... 4ws?)
I was wondering if this means that the Vti-R comes with 4WS. I see a lot of people selling them stating that it does but when I sit in one with the engine running and crank the wheel over the rear wheels don't budge. Also there is nothing on the vehical that seems to advertize it. On the very old gen (gen 2 ?) it says it on the steering wheel and on the gen 3(?) It has a "4ws" light in the dash.
I simply love the Prelude, lovely car to drive.
If there is anything at all I should be on the lookout for I would be greatfull for any tips.

Yes VTIR has H22 and it comes in both auto and manual (I own one myself NZDM too)
It doesn't come with 4WS nor ATTS.
BB6 doesn't come with 4WS I'm 99% sure of that. Only BB8 come with the 4WS.
Anyway the VTIR is a great car, it's just like an SIR with lower power due to our crappy fuel.

So all the BB6 VTi-Rs for sale that say they have 4WS and ATTS are full of it. =/
Should I think about going down to like a pre-97 car then to get the 4Ws?
or search for a BB8 ?
