Default DA9 integra help. why is this screw here?

this is under my backseats backrest area. when i take the screw out it pressureizes and i smell gas. whats going on here? the last owners were using this spot as a ground for their amplifiers. exactly how dangerous is this? should i try to put some jbweld around the screw to keep it airtight?

lol thats the best buy grounding location.... right into the gas tank. they did it on my old 98 honda civic. i went ape **** on them and ended up with $900 and then i just patched the hole in the tank. and its very dangerous. patch the hole asap. they make special sealant for gas tanks. you can get it at any parts store
