So I was told that to install the skunk2 gsr manifold I need these parts:
ITR throttle cable and bracket (go them no problemo)

Any NON-gsr throttle pulley and spring.
So I go to the dealership and they said that they don't sell these seperatly and they are rivertted on. Is this true because they told me I would have to buy a whole new TB. What do I do (or am i SOL?)? Can I just reuse the stock one?

 

Just buy another TB from Ebay and swap the pullies. The TB can be from just about any Honda.

Is it nessesary to run correctly?

 

You may be able to use your stock GSR cable mount. As long as the throttle linkage turns freely, you should be fine. Just make sure that the cable isn't binding.
