legal Engine Swap?
Well in california, the most strictest place in the galaxy, the motor needs to be the same or newer year as the car. USDM header/IM needs to be on the JDM motor and of course needs to pass smog for it to be barred by the ref.
The JDM motor needs to have a counterpart here, so as far as i know the euro h23a (2.3L vtec) is illegal.

I know this is off topic but I really like how there is a link to the bottom for LS1 crate motors on a honda web site
. Of course I love LS1 motors but it just seems odd to me.
Anyways you'll need to check the laws to see what you can legally put on your motor. As far as I am aware you can only put in an LS 91 newer in your car and a USDM one at that.

You can swap in a b17 motor, or a 94 sel sol b16. It needs to be same year or newer. EVERYTHING needs to be converted to OBD-1, and by everything, i mean everything. It also needs a USDM ECU. Basically, whatever the GSR or the del sol had, you MUST have it too. It depends on the bar ref you take it to as to whether or not he thinks your swap is legal or not. also, the car needs to pass smog.
The swap is illegal when you dont have the BAR sticker indicating you have it as a certified swapped motor.

JDM motors ARE NOT ILLEGAL in California, you can swap em in. But to make it a legal swap, you must have a sticker which is given to you by a State Ref.

check with your local police department. I know this sounds back-asswards to what you think you should do, but they can usually provide you some really good info or if they don't have the info, they can refer you to someone who does.

you get the sticker after seeing the state ref, not just any smog shop, but an actual ref. They usually work out of community colleges that has automotive programs. Once you pass visual, and the emissions test, then you would recieve the sticker right then and there. but only they can place the sticker on your car.

its actually a lot harder than it seems. For the car to recieve the bar sticker, it needs to have a newer usdm counterpart. basically, whatever OBD and emissions related components the car had, you must have it too. if you dont, its a no-go. From what i've heard they are very extensive in the process, and go ask far as checkeing if the ecu is jdm or not. Passing their visual is the hardest part. Its even mroe complicated when you add aftermarkets parts to the mix. It suffices to say, it will be an achievement to get that sticker.
