I've got this civic in my shop right now, and the customer says the headlight warning indicator dosn't work, however AllData dosn't show civics having them until 2000 or 2001. Its a '95 by the way.

 

The warning ding should be a plug in component under the dash. It should be fairly easy to replace, once you have the new one you will see what you are looking for, it is probably by the other warning indicators.
