Sway Bar End Links? Torque?

Sway Bar End Links? Torque?
I was wondering how much to tighten sway bar end links on 1995 Accord. Replaced old ones with oem rubber replacements. I found where you are supposed to tighten them to 17 ft pounds but that distorts the bushings too much. It there another way to gauge them?
