Default P0131 Trouble Code....?

my friends civic shows a p0131: O2 Sensor Circuit Low Voltate (Bank 1 Sensor 1)

does this require a o2 sensor (before cat) to be replaced? or is it an electrical problem?

i did a search and didnt find my answer. thanks

bank 1 sensor 1 is o2 before the cat. if its saying low voltage. check. should be about .45 volts during idle. you might be running lean

i read the same code off of my EM1 and i had to replace the sensor, fixed it and nothing since, to test it simply grab a volt meter and find the + wire and test, as far as running lean there could be a million things doing that
