does anyone know where i can get a white face over lay for to go behind the **** on the cilmate contol on a 96 accord? i saw them on ebay since

I suspect EBay will be your only source. Although I've never had any reason to specifically look for them, I've never noticed them in any of the "normal" aftermarket parts vendors web sites.

Maybe AutoBarn.com or JCWhitney,com, those bastions of cheap automotive knock-offs???
