i found an 96 teg ls with a good disc swap, but has abs can i use to on my 99 non abs car???

yes, of course
cables that best fit your chassis, among other things

it will bolt right in. i have a 94 teg ls disc swap in my car. the sensors are pretty easy to take out and if your car doesnt have abs, just leave them out. you will have to source a 40/40 proportioning valve for the rear disc swap though. I got mine from a 92 teg without abs. and it works great
