Default Timing belt install question

When putting the tension on the timing belt by rotating the crankshaft counterclockwise so the camshaft moves 3 teeth, must the spark plugs be installed while this is happening???

Doesnt matter, if they are out of the engine the air in the combustion chamber has somewhere to go, making it easier to turn over.
