..... where to purchase 13" tires.... no one seems to carry them
I just got a set of free VX 13inch rims...
I live in MN so need to find some winter tires & all sesonal tires..
please point me to the right direction guys.
I've tried tiresplus.com and discounttire.com already... nothing came up.

The selection of 13" tires is getting smaller every year, as wheel diameters on new cars (even small cars) get larger and larger. In particular, decent performance tires rarely come in anything smaller than 15" nowadays (with the exception of track tires, due to autocross class requirements).
Another factor to consider with winter tires is seasonality. There are lots of sizes and models of winter tires available in October. Once you get to January, many sizes have sold out (and may not appear on tire dealer websites).
I just entered 175/70-13 (a common 13" tire size) into the Tire Rack website to see what they have, and while they don't have ANY really good summer tires, I was somewhat surprised to find that they have some winter and all-season tires that would probably meet your needs. The Michelin X-Ice winter tire is in stock ($60) and is actually one of the better winter tires around. (It replaces the Arctic Alpin in their lineup.) All-season tires include the Firestone Firehawk Indy 500 ($49) and the Yokohama AVID T4 ($41) - not the best all-season tires around, but certainly not the worst, either.

Good point. Many of the 3,000 Tire Rack installers around the country offer you the option of buying the tires directly from them, versus placing the order yourself and paying for shipping. If you buy from them, many of them will sell the tires at the Tire Rack website prices; you won't pay shipping, but you will pay sales tax. For tires in the $40-60 range, sales tax is likely to be less than shipping, so that's a better deal.

This also somewhat shocks me, perhaps it's cause I always look for winter tire locally. Actually I run 13s in the summer (Sumitomos: bang for buck) and run 14s in the winter, kinda odd but it works for me.
Honestly just start searching, you will find eventualy, like nsxtasy said it is probably a little late in the season to get winters, but the perfect time to start researching summer tires.

I was thinking about getting the Yokohama AVID T4 ($41)
but I wanted to see if they made slighly lower profile tires for all season tires.. case all I see so far are 70's profile size tires.. thats fat as hell..

mediocre is not that much of a stretch. But I am a student and the $35 a tire was a rather nice feature. They also felt much nicer than the BF Deathwish B400s I had before.
I think there was another thread dealing with summer/performance 13" tires, I think there were a total of 3 different tires you could get.

mediocre is not that much of a stretch. But I am a student and the $35 a tire was a rather nice feature. They also felt much nicer than the BF Deathwish B400s I had before.
