so wait this engine has a 3-stage vtec system?

I'm seeing only D15B talk.
Also, you say you're running a P28, the P28 is obd1 and the 3-stages were obd2 Jap EK's.

first off, i'm not associated with this guy at all.....no harm or help intended
this engine was originally obd2......
this is not i-vtec or 3 cam profiles, etc
it basically had 2 variations of how it utilized the low cam and then the regular "***** to the wall" high cam
the only place i've seen it is on japanese sites that you have to translate, and of course it usually comes out in different ways.....the link i originally found it on is dead.....
you can find info on honda of japan's site under accord history......
but just imagine a regular h22a.....now, when you're accelerating from 50% throttle on up, then you have an aggressive fuel map, advanced timing, etc.....what this did was keep everything as fuel efficient as possible during sub 50% accleration in any gear at any rpm.......mostly a computer thing.....the vtec solenoid was also different in some way.....but what i found said that there were 3 full stages of vtec, each with it's own characteristic.......and that it was used to develop mainly the electronic side of i-vtec....
