Kinda Rough Idle when turning Headlights or Heater Fan "off"!

I have an odd problem im hoping someone would know. I couldnt find anything in the archives on this one. This is on a 94 Honda Prelude Vtec.
I know nothing about ecu's and sensors and other related crap. So when I go from headlights "on" or heater fan "on" to off the car will then idle a bit rough. Nothing that would hurt the engine but the fact that its doing this is really pissing me off.
So if i turn the lights or fan back on the car will return to its good idle, which is almost like new.
Ive had cars that do this the oppostite way "taking juice=worse idle", but never "giving back juice=worse idle"
*juice = electricity

Check you ignition timing
Then adjust your idle screw if neccesary
Could be your Eld(electrical load detector) If its bad you have to replace the engine comparment fuse pannel
Do your rpms drop below spec or is it just more vibration your fealing( check condition of your engine mounts)
