WTF is this?
I see a thing called dual Vtec, not dohc v-tec, but dual solenoid v-tec. What in the hell is this? I think that would be a cool motor to swap into a civic or hatchback of some sorts. Any explanation would be helpful, or maybe some better links than what google came up with. I am somewhat computer illiterate, so maybe just paste me the link you know of, thanks!

But VTEC is VTEC. The only way I can see this being a possible scenario is one solenoid per camshaft. You can't engage two separate levels of VTEC, there is the primary/secondary camshaft lobes, and the VTEC camshaft lobes.
You might be confused between the new i-VTEC system, which varies camshaft timing throughout the RPM band (called VTC).

dual VTEC solinoids (three stage VTEC) came on the EK3 VTi and Ferio Vi.
