5,000 is a decent sized budget I would say. However, with that budget you will not get a N/A (non-turbo) K20a2 up to 300whp. I say this as it has been done but for much much more money.
Also the swap alone would factor into that figure and like I said you would still need Forced Induction to reach 300whp.
So from what I am seeing you should look a little more into some turbo setups for your K20a3. Now I dont know that much about a3 turbo setups and am not sure what all it would take to get to 300whp. You would need to research some more on that so see what setups people are running and what their results are.

You could also look into gathering the pieces your self and making a custon turbo setup with exactly you want.
