I wanted to know what is the name of the part thats under the doors?
The side skirt, groung effect I guess the name is?

I hit a crub and scratched the very front of it, and would like to replace it.

Side skirt would be correct, though Honda might call it the "garnish assembly." Should run you around $80.

Possibly, is your current side skirt painted? I believe the EX's and SE's have them painted. My LX is not. If your current ones are painted, then yes. These will not come pre-painted. If you have a 98-02 2-door accord, then you can buy the set already painted here:
