Default windshield wiper

I have 96 civic and for some reason the wiper delay function doesnt work and when u turn them off they dont go back down. Ive checked various fuses, what next? are there any relays to look for and if so where are they located and how to tell if there bad? this has become an annoying problem now that the rain has set in. any help is much appreciated. thanks in advance.

there is a delay control assembly thing under the dash around the fusebox.

pull out the helms and follow the troubleshooting chart.

so I did some investigating under the dash last night and I found the wires that go into the relay box but its been removed, Im assuming thats why I dont have the beeping sound and my domelite doesnt work properly. Well I found the wire that sends the power into the box for the delay, but does anyone know where it goes out to or if theres a way to by pass this box to wire up the delayed wipers without having to buy a new lil beeper box thing?

You can get a ICU from the junkyard for like $5.00. Call a local wrecking yard I know of a good one in southern MD if you need. Bradywine 301 249 3200. You would have to go and look because it's a pick and pull.
