City Lights?
In U.S. they're just for bling

I have this set (in clear) on my hatch.
I disabled the park lights and hooked them up to these (but used brighter light bulbs).
In the states it serves no purpose aside from looking different.

In Japan the street lights pretty much do most of the work. So city lights over there are a dim level of lighting just to bring attention to your car as having lights on but not really to help you seel the road.
In this picture my city lights are on. This might not be a good picture but they're not really that bright but at night you do notice them

It is a kit, not a DIY, although I'm sure if you have time and patients, you could rig up something very similar using Radio-shack parts.
They used to have them on eBay. I'm sure there's some other places that sell them too.
I had mine for about a year now and it works pretty well.

are the city lights souppose to be on all the time?(like running when ever the car is on?) or just when the corners are switched on (corners, dash etc etc) How do they have them wired up over in japan stock? me and friends were debating

In Japan, the city lights function like our parking lights do, so they would be on whenever the tail lights are on.
The corner lamps on the JDM cars use a single-filament bulb and only work as turn signals and hazards. They are normally not lit when the rest of the lights are on.

I had the ones up top in my old 96-98 headlights, but then I DIY'd the OEM sockets and drilled my own holes for a more OEM look. I just converted over to a 99-00 front end, so I may get another of the kit style for now.
