Well I read the guidelines, this is legal.
I am local, willing to meet up in NY/NJ/PA, but not in pittsburgh, I saw that toll of 18 bucks on the PA turnpike.
PM Me, you know how much it is worth, all used for a few k miles.

I-80 is free across the entire state of Pennsylvania (except the toll bridge between NJ and PA, which I think is a buck or so).
