Default wheel offset

where is it measured from? i keep getting told 2 diff things. i thought it was from where teh wheel meets the rotor/drum to the outer most part of the lip. correct?

i think its from the center of the bottom of the wheel to the lip.

wouldn't that end up being half of the rim width?

center of the wheel width....to the flat part of the wheel that meets the hub
