Default Gauge Cluster Doesnt Work

I drive a 92 honda civic and last night when i turned my car on the gauge cluster didn't turn on. I replaced the fused under the dash which is number 15. So I wake up and turn on the car and the fuse blew out again put in another one and same thing happen. Do I have a shortage somewhere? And whats the best I should look to find the shortage if i have one.

pull the cluster out and start checking the wires visably. then check the wires under the hood for cracks and other probelms that may cause a short. if its not visable use a volt-ohm meter to check.
