While most of the time it's for looks, the exhuast posted doesn't go over the control arm. It goes under the subframe, so the angle is functional to eliminate the need for another bend to get the exhaust to sit straight out of the cutout.
Actually, judging by the pretty mediocre quality of the piping bends, it probably was done for looks.
