Actually, If you ask the anally retentive among us; the rim diameter has no effect on the speedo measurements, it's the TIRE DIAMETER which determines speedo calibration accuracy.
If you've a tire of a 28.5" diameter, the speedometer will see no change - no matter what size rim is inside it.
The rule?
Larger the tire (diameter) the slower the Speedometer will read for a given speed.
Smaller the tire (Diameter) the faster the Speedometer wiil read for a given speed
