What are the essentials for building a Honda engine?
0-4" outside mics?
telescoping bore gage set? or do I need a hole mic?
If someone could list out the essentials that would be great.

Rod bolt stretch gauge is a one you don't wanna leave out.
Dial indicator. One of those nice valve spring compressors is always handy.

Is this a good rod bolt stretch indicator?

Or is there something better I should look at?

Hell i would save a little money, unless you are doing this very often for customers. I use a proform gauge, was about 50 dollars from a dealership on ebay.

Would have to agree with this statement, if you are building alot of motors that will pay itself off quite fast. however, if you are just building yourself A motor you will never even use that if you are using new parts

I don't agree with that....simply because $50.00 for this critical part of reassembly is completely WORTH paying that much for.
Granted there must be twenty thousand fifty bagillion motors still running strong out there that were only built with using torque wrenches....but if it's a cost within reason ($50.00 is to ME) I would certainly take this valuable tool into serious consideration.....

1"-2", 2"-3", 3"-4" Micrometers and Standards
1.4"-2.5", 2"-6" Dial Bore Gauges (or another set of anvils to reach at least up to 4" for the smaller of the two kits)
(x1 or x2, depending) 2" travel Dial Indicator (.001" or greater precision)
1" Travel Dial Indicator (.001" or greater precision)
Tavia Cylinder Bore Indicator Stand
ARP Rod Bolt Stretch Gauge
Valve Spring Tester
Valve Lapping Stick
1000grit Lapping Compound
Cleaning Brushes
Lacquer Thinner
Scotch-Brite Pads
Brake Parts Cleaner
Lint-free Paper Towels
Proform Connecting Rod Vise
Bench Clamp
400grit Wet Sanding Paper
Deadblow Hammer
Valve Spring Compressor
Magnetic Pick-up Tool
0"-6" Dial Caliper
Cam Degreeing Kit (includes piston stop, degree wheel, pointer, check spring(s), etc.)
Valve Seal Pliers and/or Slide Hammer
I never did like the Proform rod bolt stretch gauge. The one I had couldn't even hold up its own weight, not to mention that the dial indicator face kept jiggling around.
I'm sure there's a lot of other stuff I can't think of.

The Tavia non-magnetic deck bridge is the one that I have. Unless you plan on working on cast iron blocks, then there's no point in getting the magnetic one.
See http://www.goodson.com and http://www.use-enco.com and http://www.powerhouseproducts for lapping sticks, lapping compounds, Mitutoyo or Sunnen mic's and dial bore gauges, etc. http://www.tooldiscounter.com has the Proform rod vise for the lowest price. That's where I got mine from. They also have a lot of other stuff you might find useful.
I also get a lot of my stuff from Summit Racing and Tuner's Choice.
