Here's a diagram of the front and rear bumper assembly

As for the little plastic things, when I had my 01 Civic, I broke a lot of them. It's really hard not to, I recommend just buying alot of spares to replace the broken ones. Check the link out, though.

Tools needed
Flathead screwdriver (for the plastic clips)
Phillips screwdriver (detatching the bumper from the fender)
Ratchet w/ either 10mm or 12mm socket... cant remember.
I'll search 7thgencivic for a DIY for you.
your welcome
EDIT: Here's the DIY. http://www.7thgencivic.com/for...55290 It also includes how to clear the headlights, just don't pay attention to that part
also, where it says that the car needs to be on jacks to reach the screws underneath the car, I didn't find this to be necessary, it might be if the car is lowered though.

the widest. thinnest screwdriver you can find. Don't pry, rotate the screwdriver slowly (as if you're turning a screw) until it pops.
1 screw in each fenderwell, 7? poppers underneath, 2 screws underneath, 4 poppers on top.
Pull.
