JDM D16A - Part 1) Measuring HP in Japan

For JDM cars, is horsepower measured at the crank, the brake or the wheel?

Basically, how would interrupt this statement for HP in USDM measuring terms:

120 ps (88.26 kw) / 6400 rpm

1000 hp = 1013.89 ps(Pferdestärke)

Do the Japanese measure HP at the crank? the brake or the wheel? I assume the crank, but need to ask to make sure.
