Default hesitation

i have a 1995 ex, f22b and i get hesitation and its most noticeable in 2nd gear. basically vtec doesnt engage until about 5k rpms (should be 4) and when it does its much more noticeable than it should be. is it a computer issue? or fuel issue? or both?

V-tec doesn't have a set RPM for engagement educate yourself with the link below

If you are having hesitation at around 1700 rpms under light throttle it could mean EGR passages are plugged up.
