Default WHEN does the new Accord ECU look for knock input?

Okay, so I just got in an arguement on another forum about the premium grade gas as apose to regular, in all the late model Hondas (aside from the S), and how it affects power. Anywho, we've come to the conclusion that the new Accords are flashed with a more aggressive timing map then is actually needed for regular. That being said, the engine's output is around 10hp and 10ft/lbs torque less than what it is capable of on premium. Now for the real question... do the newer ECUs monitor knock throughout the entire rpm band, or do is it just like the older OBDI/II stuff where the threshold is around 4000rpm? I'm just trying to figure out exactly what the Honda engineers were thinking if all this is true... Thanks!
